Zion is Permanent
Psalm 125:1 "They that trust in the Lord shall be as mount Zion which cannot be removed, but abideth for ever."

52:7-10 ". . . Zion, Thy God reigneth! . . . the Lord shall bring again Zion . . . he hath redeemed Jerusalem."
Ezekiel 37:1-10 "And I will lay sinews upon you, and will bring up flesh upon you, and cover you with skin, and put breath in you, and ye shall live. . . ."
v. 11-14 "Then he said unto me, Son of man, these bones are the whole house of Israel. . . ."
(Not the "church", "spiritual Israel", or "true Israel", but "the whole house of Israel".) [This is Zion.]
Zephaniah 3:14-20 ". . . the king of Israel, even the Lord, is in the midst of thee: thou shalt not see evil anymore."
Ezekiel 34:30-31 ". . . the house of Israel, are my people, saith the Lord God. . . . and I am your God. . . ."
